Yes, it's been thought of before. This set works differently.
So I was playing Red Faction today and thought to myself 'you know, this would be really cool is human buildings could fall apart like this.' So, my idea for destruction is this:
Forerunner structures: Indestructible. Can have damage marks, but cannot be destroyed given they're made of strange metal and seem really destroyed. The only way to destroy one would be a la halo wars, where it has a crapload of explosives clustered all through it and set off by a single large mass.
Covenant structures, if seen in-game: partly destructible. The outer shell would be incredibly tough, but the inner framework and wiring etc. very delicate. If a part of the wall was destroyed, then explosives placed in it (say, a few trip mines), the structure could be caused to collapse.
Human structures: relatively tough, not like in RF where you can drive a car through a concrete building to knock it down. They would , however, be easily levelled by a scarab shooting/walking on them, wraiths shooting at them, generally large weaponry.
They wouldn't be quite as...messy when they exploded as in RF. Think battlefield: Bad Company style debris, in that it would be non-collision small piles rather than colliding masses of junk (you wouldn't get stuck on it).
Just a thought. It'd be for campaign mainly since it'd be kinda difficult for MM, but if it were able to be implemented I'd be all for it.
