I've thought about this before but I can't decide how I feel about the issue. There are balancing issues to think about. For the sake of argument let's think about what would happen if first person view was implemented:
Let's picture a sniper in the passenger seat of a Warthog or Mongoose on a bumpy, hilly map like Valhalla. They wouldn't be overpowered because the zoom would be interrupted by bumps in the terrain. Every time the vehicle hits a bump, the camera shifts. This would make it difficult and skillful to hit a target.
Now let's picture that same sniper/vehicle combo but on a smooth, flat map like Sandtrap or Avalanche. With so much even surface the sniper would have a clean shot at just about anything. To top it off vehicle passengers get a damage resistance bonus. So what you have, in essence, is a sniper with an overshield and super speed.
We can even take it one step further and put that same sniper in the passenger seat of a Hornet. The result is a sniper with a clean shot at essentially the entire map and a smooth ride to boot.
Don't get me wrong. I'm not totally against the idea. I would love to snipe from the side of a Hornet. But it would need to be balanced by adding some kind of camera shake for the passenger when in motion.
