The gun is a very good find, but the person in the picture cannot be the person in the banner, because the caption says "insurrectionist", and they are like a terrorist group, fighting for their independence or something to that effect. The people in the banner are SPARTANS, not "Innie's" (Insurrectionists)

the guns look very similar but instead of an insurrectionist theres a spartan holding

the one in the banner doesn't look like any machine gun ive ever seen in halo, the gun in the concept art is the closest in shape... so it might (i think its not) be the same weapon.

Maybe, but I don't think the gun ever reached a Canonical level. Maybe Bungie liked the concept of it? Or, its just the stock design of support weapons.

Reach was the largest USNC base of operations one could say. You could assume that on Reach there were many prototype weapons built that when the planet got attacked, never got to be mass produced.

I think that could definitely be an EMP rifle. The weapon itself doesn't look like an EMP rifle, but the large protrusion on the shoulder is very peculiar.

They infiltrated an "Innie" asteroid colony once. They had to look like rebels, so the banner may be of them in those "Innie" outfits. Wouldn't MJOLNIR look bulkier anyway?

Who says they are spartans? They could be John, Kelly, Linda, Fred, and Sam, but that doesnt mean they are wearing Spartan armor. They could be wearing ODST or marine armor. Maybe this game isnt even about the fall of reach. Maybe its about events leading up to reach. Maybe its a game that takes place after halo 3, after John wakes up from his cyro sleep, and he lands on that planet that turns out to be reach, still alive, because the covenant made an illusion that made it look like it was glassed. Now John has to put together bits and pieces from his memory, to figure out why they made the illusion, what they were after, something like that. Who knows?

To play or not to play....

The silhouette looks similar but the whole idea is a bit off. The one in the left of the Halo Reach image is holding a sort of heavy machine gun. This implies the EMP guns was done away with. So if the EMP gun was done away with then the trooper would not need to generator thingy on his back. So the silhouette would be different.

Nice work spotting the similarities though it has certainly sparked a thought or two in my head.

For all we know that could be a normal marine using a Mark I or Mark II prototype exoskeleton.
