This is actually a pretty damn good idea. I'd have to agree with SJ; you should post about this on the Xbox.com forums. That's the proper place to post something like this. I'm pretty sure there's a forum specifically for XBL features, or Dashboard features. If you do decide to post it there, PM me with a link and I'll definitely show my support there, as well.

Edit: Try not to respond to the trolls. It'll only make you look bad and they are not worth your time. :)

I've never heard of anybody who is so impatient to read an Xbox Live Message that they risk being killed to read it. I hardly ever read my Xbox Live Messages anyway.

The thing is, all dashboard XBL features have to be utilized via the guide button.. all other buttons on the controller are reserved for in-game use. So this would be difficult and troublesome to implement at the very least.

Since you'd still need your controller to type using the on screen keyboard (compatibility for everyone who doesn't own a chatpad) you'd still be locked out of the being able to move, shoot, etc in game until you dismissed the message box. So what would this solve?

This is an okay idea I guess, having the message pop up in small so you can carry on playing your game, but the OP lost all credit because of his stupid reason to have this feature.

I like the idea of being able to have control of your person and reading messages too, but trying to reply in game while playing would distract my attention too much. Maybe they could implement this into the next generation of xbox console though, and instead of using the d-pad to scroll, (in halo the d-pad is used for talking on the mic) make the guide button actually slide similar to the psp's analog stick to scroll messages when in game. That would be my take on how to do something like that anyway.

^ Xbox 360 ChatPad includes built in in-game msn access, (A small dark window appears at the very bottom of the screen) and even THAT doesn't let you play while typing. Did it bug me? No, I just WAITED.
