The problem with Far Cry 2's map editor wasn't that it wasn't better than Forge, far from that. It was that people made maps that weren't optimized for online and on top of it you needed to download the map every time you wanted to play on it (making the game's community die rather quickly).
Now what I would recommend as an alternative is the ability to heavily modify premade levels similar to forge but on a larger scale. For example, if you wanted to grab a pre-set base, say the base from Beaver Creek and swap it with the base for Valhalla to allow for more dynamic gameplay you could. The level you start with would have no structures, weapons, or spawns and you could modify where they are as well as build your own out of pre-made sections that snap together. So maybe you add in an entire lower section to Valhalla, or you replicate Avalanche's previous Sidewinder corridors with a few extra tunnels traversing the cliff, etc.
The only thing that must take priority in Halo 3's map making is that there be no extra content save for what is already loaded up in the map. Unless Bungie wants to use a streaming download service such as Bungie Favorites called Map Updates where they can allow the maps being made to be downloaded by everyone for use in Matchmaking. This is where the Customs playlist would come in, allowing for toggleable settings for map size, weapon settings, gravity, and gametype which would filter your MM search (of course making it take longer but at the same time those who want a more custom experience are used to being patient).
