I hate to disagree with you, Bomboy, but the quote you referenced from Chris Butcher is in direct reference to the fact that Halo (1) was going to have an online element, but Bungie couldn't get it fully developed before the game was due (remember, they didn't have the luxury they do with Halo 2--Halo was an Xbox launch title--Halo 2 could, in theory, still not come out until early December (which is, technically, Fall)).
I don't see how it's possible to read bots into C.B.'s quote. C.B. goes on to talk all about the Halo 2 online alpha test, and bots aren't mentioned at all in the article (I picked mine up at Gamespot (formerly Babbage's) last night, so don't ban me, please).
My 2 cents on the whole bots idea is: I played the Timesplitters 2 MP with bots and was bored to tears. The fun ran out quickly. That's not to say that IF Bungie puts bots in Halo 2's MP it would cure my insomnia, I just don't think it'd give me the same continuing pleasure the single player campaign has in Halo (and I expect the campaign in Halo 2 to do as well).
