We all know that competitive players and casual players argue a lot on these forums about what they think Halo should be like. The best way, in my opinion, to please everyone would be to just include as many customization options as possible in custom games. Allow editing of things like individual weapon traits such as bullet spread, fire rate, damage, effective range, and so on. Allow players to edit things like aim assist that affect everyone, and also, individual settings like reticule size and acceleration. Basically, anything you can think of, allow players to tweak it in custom games.
I know that Halo 3 had a lot of customizable options, but Halo: Reach should definitely have even more. Especially since Halo 3 did come out 2 years ago. If you want Halo: Reach to be an improvement over Halo 3 I can't think of a better way than this.
If anyone thinks more customization is a bad thing, I'd love to hear why.
