Okay, so with the return to before Halo CE, there is no reason for Elites to not be in the game. In fact,its probably confirmed that there will be Elites and that Elites will play the main role again.
Brilliant.
Now, in Halo 1 and Halo 2, Elites had a clear hierarchy in the form of colors. Blue < Red < White < Gold. We had the Black Spec Ops dudes who kind of fell outside this hierarchy and the Blue Colored Jetpack Dudes(Rangers)
Halo 3 defined the Spec Op Elites a bit more by giving them their own set of Armor, basically the Assault variant seen in multiplayer.
The ranks for the Brutes in halo 3 were a bit more defined as well.
I think, or rather at this point, Hope that Bungie has done more to define ranks. In fact, some of the ranks alluded to in Halo 3's Multiplayer component can already be used.
Get ready for some Star Wars references.
One of the new ranks could be Ascetics, from Halo 3's Multiplayer. They could serve as the Clone ARCs (Advance Recon Commandos) of the Halo Universe. Essentially, Solo dudes who kick some ass. Increased shields, smarter AI and always encountered alone or operates alone. It also has potential to develop more Enemy to Enemy AI behavior. The Ascetic has no regard for the lives of Fellow Covenant, sometimes including their own Elite Brothers. They will kill and remove any Covenant soldiers in their way, to get to you.
Another interesting Rank to use would be Commandos, similar to the Clone Commandos. Interesting way to use hostile Squad AI. Commandos always appear in 4. If you meet one alone, there are granted to be 3 more somewhere, covering each other's backs. Attack that one, and you're in trouble. Good tactical analysis is required to take down the Squad. Sometimes you meet the squad as a whole, and things get interesting.
