Someone mentioned that since the BR gives easy kills it should be a starting weapon for easy game difficulties. So I had an idea for the true ultimate difficulty experience.
Easy
Starting Weapon - Battle Rifle
All weapons can be found in some point in every level of the campaign.
Normal
Starting Weapon - Assault Rifle
Some weapons can be found. Lack of power weapons throughout campaign.
Heroic
Starting Weapon - Magnum (Hopefully the -blam!- Halo 3 magnum which the Automag from ODST can be found as a replacement pistol throughout the campaign)
Lack of power weapons and ammo. Battle Rifle can not be found.
Legendary
Starting Weapons - (The true Halo experience) Assault Rifle, Magnum.
Serious lack off power weapons and ammo scarce throughout levels.
Mythic
First off I believe Mythic difficulty should be an option where all skulls are added without the need to find them. Skulls should be still found to use them in other combinations on other difficulties but this should be added from the start.
Starting Weapons - Energy Sword, Battle Rifle.
No power weapons found throughout levels (this does not account for missions that require you to use the rocket launcher to blow something up and so on). Seriously low ammo. Would require you to strategically make your way through the level.

Weapon Skulls
Demolitions Man
No weapons to be found or spawned except Rocket Launchers, Grenades, EMP Launcher thingo (forget the name, what the Brute Hero uses).
You can't see me
No weapons to be found or spawned except Snipers, scoped Automag, Silent SMG(if added). No BR.
Lets get Technical
No weapons to be found or spawned except unique weapons. Needler, Energy Sword, Carbine, Beam Rifle, Plasma Pistol.
Going Green
No vehicles spawn except in the usually case of missions that require Driving/Flying.
