Reach may look something somewhat like this
http://www.youtube.com/watch?v=Ps--sUz7oww

they make a new game engine for each of their games. During an interview with gametrailers.com they confirmed they are using a new proprietary engine, just like with Halo 2 and Halo 3.

It has been confirmed to use an AAA engine just like this game.. of course its still going to be able to look much different.

ya, gotta know who you are...

Who says Bungie is going to use a new engine. The one they have, they worked so hard for.
They might change up how they use it and light it and animate it, but I can't imagine them throwing their first rate engine out the door.

The strongest Rivals are also the strongest allies.

...thats a pretty normal game engine right there, nothing too fancy.

In the days of old, there were legends of a land long lost to time. This land was known as Ranna'Mor. Ranna'Mor was said to contain in its borders 7 warriors. These warriors had once unleashed a veritable hell upon the ancient world, until they were locked away. My name is Toriad, and I am one of those warriors. Our return is approaching. Do not run away, do not cower in fear; take solace in your final days, for that is all we can do. -Legend of Ranna'Mor

See that's more credible, than simply being told they are going to use a AAA engine. Facts are nice.
The OP should edit to include more information in his original post, links and citations. If that information is out there you'd think we'd all want to know about it.

Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. There are all kinds of reasons for this, not the least of which is our continued emphasis on the Spartan as your identity in Reach.”

Meh.

If the only thing that engine adds is fluffy palm leaves, I'll take H3.

Personally of the opinion that the Chrome Engine looks better.

But Bungie are developing their own new engine for Halo Reach. We'll just have to wait and see.
