Short answer: No. Bungie will not "fail". Halo 2 and Halo 3's multiplayer has WAY too many games played for them to "fail".
If by "fail" you mean live up to your standards, then yes, it probably will "fail".
I don't know about your online gripes. I face the same people as yourself and I don't seem to have a problem with handling most of them.
I know I get yelled at every time I...as a consumer...get a new one year or a 3 month account. "Cheater" I'm called on many occasions. It's my right to purchase something that is for sale and use it.
The "boosting" phenomenon isn't as prolific as you'd like to make it out to be. Within ten to fifteen games I'm so far out of your level bracket...you will most likely never see me again.
It sounds to me like you want an "I win" button on your controller and in your XBox live experience to achieve what ever level you think you "deserve" instead of actually having to play better. Bungie didn't mess up and neither did Microsoft with the leveling system. Sure, it could be improved on...as with almost everything...but it isn't bad once you figure out how to really play the game.
I think Microsoft and Bungie should get together and have a separate purchasing system for the level shelves. So that way people like me...who have no vested interest in playing through games under level 45 can purchase it immediately. That way as well, you can purchase the level that you think you deserve and really find out if that is the case.
