IMO, H3 had some really good enemy AI. They'd use cover, equipment, all that good stuff, and there was variety too.
Yet they just stood there when you shot at them from far away, and wouldn't attempt to really get at you. They didn't feel as aggressive and cunning as they were in Halo: CE. Everyone also seems slower in movement, but that's just me.
Same goes for marine AI. It would be cool if they just transferred some of the enemy AI into you allies, if that were possible (I don't know if it is). They'd (like Grunts or Jackals) follow a Sergeant (like a Brute) into battle, and not be the mindless sheep they were in the past two Halo games. Too good at killing enemies? How about damage reduction for their weapons?
They should also be really fixated on you, keep up with the pacing of the game. As much as I love UNSC management (/sarcasm) I don't want to push marines towards my destination just so I can have a squad of guys to back me up.
