Because it's a game like Bungie says and doesn't have to follow the exact guide lines of the book and multiplayer doesn't have to have the same stuff as the campaign. So even if there is no Brutes in campaign, they can still be placed in multiplayer to just give players another race to play as.
Actually even though it is a game, the canon is as set-in-stone as a series of movies or books. They really cant just change whatever they want.Not changing anything, just adding something. Just cause the book didn't mention any of them, doesn't mean there weren't any. There could have been plenty of battles or encounters that were not mention in the books. It's just a game, just like how Johnson was in Fire Fight, yet he was not on Earth during the events of ODST, but off with Chief, same concept can be applied to Reach.

Go read Contact: Harvest. In case none of you guys knew this, Brutes were the first Covenant to ever have contact with humans. This happened on Harvest when the humans tried to speak with the aliens. Then they got in a fight and the whole Covenant juggernaut came and rayped Harvest.
This too, I read this book twice(the only one I ever did) and the first alien contact between Humans and Covenant involved Johnson and Brutes.
