what i mean by that is, i wish it had a humongous budget with alot of time on their hands. valve was funded by 2 millionaires who worked at microsoft, and because of this, they were able to keep their game in production as long as they wanted. if bungie were able to do this, think of what could happen! the game would be relatively perfect, and all the things they would have cut out due to time restrictions that they have done in the previous games would be there! think of it! the multiplayer would be fantastic, we'd have way more maps, guns, characters,and campaign levels. valve spent so much time on their game, that there was no way it couldn't be a smash hit! i personally believe that bungie is just as good as valve, they just don't have the time and the money, which is why i think it would be the greatest halo game yet if they were valve

half life 2 deathmatch: a multiplayer version of one of the best games of all time
Day of defeat: valve's worst game, but still very good
half life 2 and episodes: known by many as the greatest game ever.
Portal: greatest puzzle game ever
Team fortress 2: one of the greatest multiplayer experiences ever
Left 4 Dead: closest game to a hollywood zombie movie

Valve didnt make:
Counter-strike: It was a mod of Half-life 1
Portal: Made by a small internal team, mostly people who made a similar game in college.
Team Fortress: Half-Life 1 mod
Day of Defeat: Counter-strike mod
Valve did make:
Half-life 2: Had horrible set backs, leaks, and many cut levels, enemys characters, weapons and vehicles.
Team Fortress 2: A remade and far better version of Team Fortress. One of the best multiplayer games ever
The amount of time spent on a game does not make it better. Games have set budgets, goals and time constraints. If your game doesn't hit the set goals you're going to go over budget. Half-Life 2 was subject to many, many changes throughout its 5 year development. Parts of the game were leaked online during it's development, which in turn made Valve decide to change many elements of the game. If you watch youtube videos of the games trailers you will notice there are many different looking locations, weapons, weapon features, enemies and vehicles. Games change a lot over development until they hit their end result.
tl;dr: Half-Life 2 wasnt better because it took so long to make. It was good because the developer is good.
