Forge was a great inclusion in Halo 3, but it was not without its faults. I don't think Bungie intented for Forge to be used to make completely original maps, and was intended for the player to tweak Bungies' existing maps.
Upon realising how Forge was being implemented, Bungie made Foundry, which was geared to towards making completely original maps but still did not address many of its faults.
When playing the Xbox Arcade game "Trials HD" I noticed in its map creator many tools that would greatly improve Halos' Forge if they were included.
For example:
-90 degree snapping.
If you've played forge you'll know how freaking annoying it is when you get that Double Wall lined up perfectly then you knock it against something, or you place it and it randomly falls over.
-Automatic merging/Geo-merging
Merging objects on Forge was a pain in the ass. Having to set items to spawn later then placing an item in its place then start new round. it would be a whole lot easier if the items would merge simple by pushing it into the item/floor/wall
-Floating items
To make items float in Halo 3 you had to hold an item in place, save, exit the game then start the game again. it would be so much easier if the item would just stay in the air if you place it there.
-Triggers
If you've played the editor in Trials HD you'll know what I mean. Otherwise a trigger is something invisible during normal play, but when you touch it something will be triggered, for example. When walking through a trigger a trapdoor will open causing explosives to fall in your path.
If Bungie were to implement some of these ideas into Halo Reachs' Forge (If forge is included) it would make it WAY easier to make awesome maps without taking up loads of your time.
EDIT
Another idea that would make our lives easier in Forge, a glueing option. Being able to glue physics items could result in some really inventive maps

-Dynamic Lighting
If you were able to create sources of light or edit the existing light on the map would add another layer of creativity to Forge.
