Adding an over-powered pistol will fix weapon balance issues? I think not.

My solution is going to be far from simple when it comes to balance and stuff like that, but it will be worth the effort in the long run. Add a huge variety of weapons. At the moment we don't have much, but maybe if people had more weapons the BR wouldn't be used as much. I'm talking about weapons that do unique stuff, not just like what the Carbine is to the BR, a Covenant clone.

It's not really overpowered damage wise, but it's too common and carries too much ammo per clip/overall.

the br fires 4 shot bursts and each one can be a head shot so i am saying just make 4th bullet the only one the can head shot

ermm your obviously not experinced with the BR, the br fires '3' shot bursts. 3 of theses shots (with all bullets of that burst hitting you) +1 burst at head = 4 shot win

similary 4 x head shot (all bullets hit) = win

this is why people get annoyed with the Br spread because the spacing of the bullets means its harder for every shot to hit the target

YES! And to make up for this, just make dual wieldable weapons stronger to compensate.
