Luckily enough, i've got my copy of TFoR & First Strike right here.
1- Brief story on the history of the Spartans, their training procedures, augmentation process (Emphasis on how painful it was, and how many casualties there were). Go over some of their missions (Such as their mission to extract General Watts), you get the idea.
2- The Covenant invasion of Reach. Cue: Epic space battle.
3- Shift to the perspective of the protagonist. For the sake of an example, i'm assuming the role of Fred. The Spartans get their equipment ready
4- You're in the first person. Fred is twirling a combat knife. You see the Chief select Kelly and Linda for the space op to retrieve the navigation database on the Circumference. The Chief tells you that you're in charge of Red Team.
5- You and your team of Spartans get in to a Pelican. The dropship flies out of the Pillar of Autumn. For the sake of the cutscene, the dropship should be modified (Like the HEV Pods in ODST) to include more windows than usual. You can see Human and Covenant ships fighting it out.
6- A group of Seraphs start to fire at the Dropship. A group of Longswords arrives to get them off your back to buy you some time. Eventually of course, the Longsword ships are destroyed by the Seraphs, and are back on your tail.
7- The Seraphs open fire on your Pelican - blowing a hole in the side of it, the atmosphere in the pelican blows out of the hole. The Seraphs fire at the cockpit of the Pelican and take out the Pilot.
8- The Pelican is now entering Reach's atmosphere. The entry burns start to cause the Pelican to burn during re-entry. The Seraph fighters retreat due to the extreme heat.
9- Fred gives the orders for the squad to increase the pressure of the Gel in their armour. You & your squad jump out of the Pelican.
10- You're now dropping to Reach in first person. Think of this as the drop sequence in ODST... but without the Drop Pod. You fly towards some tall treets, hit the branches, and black out.
At least, that's what i'd like to see. A good amount of story at the beginning to make me care about the characters, combined with some pretty epic action sequences to keep things exciting.
This.
