Nope. There were more than two, and if you read the book you'd see that. Two were given to Johnson and Byrne, and each of them got two to give to the two recruits of their platoon that they thought should get one. Jenkins and Forsell got them in Johnson's platoon, not sure about Byrne's.
And to be honest, just because a weapon isn't in Halo: CE doesn't mean it didn't exist at the time. Remember, only one ship with whatever was on it at the time was there. Powerful weapons like the Spartan Laser and weapons such as the BR (which was technically still in the developmental stage, but was an active weapon) would not be on a regular ship. Reach, on the other hand, is the most powerful military outpost of the UNSC. If anything, not only will weapons not be removed, but there will be more weapons that are prototypes.
I never said it didn't exist. I just said it wasn't in the battle. The Spartan Laser was in development during Reach, and the most advanced weaponry would obviously be deployed in one of two places: Reach or Earth. Both weapons were first deployed as a standard military weapon on Earth, since they were not in active circulation until just before Halo 2 (time between First Strike and the second game).
And the Pillar of Autumn was not just a regular ship, assuming you have read Fall of Reach (I am currently 1/3rd the way through Contact Harvest, so I am not an expert on the book yet). The Pillar of Autumn was one of the most advanced ships in the UNSC fleet during Reach, with the most advanced Shaw Fujikawa drive in existence as well as a new MAC gun which could fire three successive rounds rather than the usual one round. So if the gun was in active circulation at the time, you bet your ass the Pillar of Autumn would have had them.
