I'm not sure I got this part. but I'll assume you mean you can only use certain weapons on vehicles, which is false. too many weapons are good against vehicles :
concentrated fire from 2 AR can flip a hog off. even 2 brs can I believe.
plasma pistol : overcharge.
power drain.
br : when you're no shield, one bullet to the head.
brute shot : flip stuff.
all grenades (even frags)
bubble shield (as long as you jump, if you place it against a wall, you're sure the driver will try to splatter you. just hijack and kill)
machinegun turret : just does heavy damage.
rockets, spartan laser and missile pod : obviously anti vehicle.
that covers pretty much the only weapons you find or use on maps. the only weapon that has almost 0 use against vehicles are snipers. (unless you can headshot the driver and gunner).
unless you use a lot of plasma rifles, spikers, shotguns and maulers...
Right, a lot of things can conceivably be used effectively against vehicles. The one in the vehicle needs to play smart.
Any halfwit with any knowledge of warfare could tell that it's not a good idea to drive your warthog through the entire enemy team hoping that their combined firepower won't kill you.
What about a turret? Get out if it's line-of-sight, shouldn't be too hard. Same for Sp'laser, Missile Pod, Rockets. These are deadly against vehicles and fairly obvious to spot, it is not smart to stay in their range so get out of it and survive. Vehicles are supposed to be killable so it's not "unbalanced" to make them vulnerable to anti-vehicle weapons.
As for everything else, they are skill and luck based countermeasures. They might work if you time it right. After all, it's not like it's really fair to make your team powerless against vehicles just because you don't have an anti-vehicle weapon.
I'm a driver; many a laser, rocket, power drain, grenade, and overcharge has been thrown my way. They work less than half the time because they aren't honestly all that hard to avoid, and when they do work the enemy was lucky or I made an obvious mistake.
