in previous halo games, there hasnt really been much difference between different ranks of the covenant, and they havent really interacted. the only difference between, say, two ranks of brutes, is their health and weapons
what i am thinking of is an extension of how when a grunt has no leader, it simply runs away. so members of the covenant behave differently when there are higher ranks present
examples:
grunts- on their own will run away like usual. with a higher ranked grunt they stand and fight, but dont make use of cover or advance. with a low ranked elite/brute, they advance on the enemy, and with a higher ranked elite/brute advance and make use of cover
jackals- on their own, are scattered and dont work together. in the presence of an elite they overlap shields to form a shield wall. higher ranked elites could cause jackals on the end to angle their shields sideways to prevent flanking. elites could use the shield wall as cover
elites- low ranked elites will advance recklessly (honour and all), higher ranked elites will hang back and use cover, and keep the lower ranked elites in line
