The less than a second latency of online play is a better system to play off of than more health.
You realize this system is just as host based, right? because if you're fighting host, or someone with a better connection to host, and you each start firing at the same time, his BULLETS will register first, giving him slightly more health if the melees happen at the same time.
So would you rather have the BS of both, or just one?

I know, and those are all from before the release of Halo 2.
Also, I didn't say that they couldn't get away with it. Just that it wouldn't really feel right, with our great understanding of the Covenant it would seem too convenient that we simply didn't see any of *new Covenant species* before. This only applies if they're sentient of course.
I have to say I disagree with you there. I really felt bungie really never achieved that full fleshing out of the covenant that I always wanted to see. From halo to halo 2 they added only 2 new species and tweaked around some existing ones. Then in halo 2 to halo 3 they actually reverted and left the covenant smaller.
I always imagined the Covenent as a swarm of lesser species enslaved by the overarching theocracy. While the mainstay units we have come to know are all fine and well it just doesn't have the feel of the "alien slave drivers" that the covies should have. I always felt, if anything, there should be at least two more grunt level species (maybe not in stature but relative weakness in combat) so it doesn't seem as if the covies are exactly as reliant upon grunts as they seem to be. Heck I'd love to see a couple non-humanoid "beasts" tossed into the covie ranks to make it seem as if the covies really do just enslave and make use of all those they seem fit to serve their cause.
