No.

AI is one thing, good AI is totally another nearly mythical being. We've seen the results of Bungie's AI in the form of enemies and allies in campaign. Skill doesn't change so much as rate of fire and damage modifiers, as far as difficulty goes.

Halo has always been about the multiplayer and the
campaign. I'd prefer to keep both of those a polished as possible, because at this stage of the game, AI adding and tweaking would take away from the othera area's that Halo has proven it's done well.

This is something I have been secretly hoping for a few months now. With nearly 4,000 custom games logged It's obvious I prefer the customizability and uniqueness that forge maps allow instead of generic matchmaking maps.

Being able to create a map where you can place an elite just as if you were placing a box, program him what to do (offensive,defensive,etc.) would literally MAKE THE GAME for me. Forge as it is is sooo much fun to create and experiment with ideas and play with your friends, but Forge would literally have UNLIMITED possibilities with the addition of placeable AI.

Imagine you create a map where you and your friends have to storm a tower with an elite firing down upon you with a turret. Or a sniper jackal on the roof, forcing one of your friends to run decoy while you sneak to the building.

Ah... please Bungie.. I beg of you. =]

PM me any Coup questions you have.

If anyone has played 007 on the Gamecube, that had some really good AI's in multiplayer. You were able to change there difficulty based on what you wanted.

Ex: You could set them on the following settings:

Revenge mode: AI (if at all possible) tries to kill the the last person that killed them.
Weapon mode: Uses any weapon it has to it's full potential (i.e - BR would aim for head if possible, Shotgun - more of a stealth feel)
Etc.

Difficulty settings - in Nightfire, we were able to set them to different settings. Since this game has a sniper, I think they could use this to Halo's advantage

Easy - the AI would have the skill of say a recruit.
Medium - would have a skill of a seargant
Hard - skill of Colonel
Expert - skill of a legit General (they would be the ones than get headshots with any weapon, depending on the the distance)

Bungie could study the way that players play, and design the AIs accordingly, and make them take cover if they're being attacked.

custom games only, but make them programmable [so say like you can set two teams, red, blue, and have bot commands like patrol here and set a circumferance for them to look after, and if they die, the spawn at a player spawner and rush to thei previous position unless another program like say you told them that if an objective is accomplished, attempt to negate their mission and generally cause havoc to the other team, hell even have the ability to place squads with a squad leader, each member is independent but when their leader says something if they were all split up, they would all converge on his position or previous position]

Please make sure you are comparing apples to apples before making a mildly condisending statement like this. If you can't see how Halo and Unreal Tournament are vastly different games from a technical perspective, you might want to listen to the Bungie Podcast episode with Luke Timmins; they talk about this very subject, and how Bungie could easily have 40 players running around in a game if they made their environments completely static without any dynamic physics or interactions. Don't get me wrong, I love UT. But part of what makes Halo special is the insane level of physical interaction the player has with every bit of the environment (crates, explosive barrels, flying pylon to the head, etc.)

As much as I would like to see bots finally be implemented, I'd rather see bungie use the time they have to work on the A.I. for the campaign first and foremost instead of designing A.I. that will work in multiplayer.
