first. in Halo fall of reach, near the end of the book when john is going to dr. halsey's lab to get the mark V armor he says that he thought that cheif mendez was supposed to have trained a second class, but he had never seen any second class spartans.
second. also in halo fall of reach dr halsey states that the funding for her spartan II project had been canceled due to costs.
third. in halo ghosts of onyx the section III spooks talk about how the funds for the second class of spartan II had been diverted until it was canceled all togather
fourth. for cheif mendez to have trained a spartan II class 2 and then be finished in time to start training the spartan III's in 2536, then he would have had to train the second class in at most 11 years, when the first class took 14 years even with them cutting out huge parts of the training because of the start of the covenent war
fifth. another reason why class 2 was canceled was due to the fact that there werent enough posible subjects to fit within dr hasely's genetic specifications, and she wasnt willing to go out of her specifications like kurt had to do with his spartan III's
sixth. one of the proofs for those that believe in the class 2s is a spartan named Yasmine Zaman, he was believed to be a class 2, but in the recently released halo encyclopedia, on page 83 he was confirmed as one of the origonal 150 canidates, and was one of the 30 who died during the augmentation process

Of the original 33 Spartans to survive the augmentation, 13 are confirmed to have been at Reach when the covenant invaded. There are 8 other survivors by 2552, non confirmed to have been or not been at reach. According to the books, either 25 or 30 Spartans were at Reach. So, where did these 4 (or 9) extra Spartans come from?

As far as I knew the SII second class was in progress when the funds were diverted to the SIII program. So it's likely they were at least partway through their training, maybe even past augmentation. All they really needed was equipment, which they could have swiped easily from any SO Brigade armory store once the poo hit the fan.

Here’s what Luke had to say about the differences in treatment between the Spartans and Elites in Reach:

“Instead of piece-by-piece customization like the Spartans, Elite customization is a full model swap with models selected from the various Elite classes appearing throughout the Campaign. There are all kinds of reasons for this, not the least of which is our continued emphasis on the Spartan as your identity in Reach.”

There is no proof of a class based multiplayer or single player system in Halo: Reach in your post.

It's likely that the Class IIs began their training, but then funds were diverted when they did not prove as effective as the first - maybe less of the children survived augmentation due to having less perfect genetic markers than the S-IIs. The Class Is graduated 2525 and Kurt was conscripted to train the -IIIs in 2531, so there is definitely time for the project to have been started. In the end of TFoR, the Chief notes two dozen other Spartan-IIs in the debrief room, making a total of 25. In the beginning of FS, Red Team falls to the surface of Reach with 27 members, bumping the total number of S-IIs at Reach from 25 (end of TFoR) to 30 (beginning of FS), including Blue Team in both instances. Maybe these 5 are the few graduates of the cancelled Class II project. Take a look at the banner for a cool coincidence... five Spartans.

Spartan II. He was part of the first class of them. We are talking about the second class.

Like, if you were a teacher, and you taught a year of school that would be your first class, and if you taught another year of school that would be your second class.
