In Halo: CE, I felt like it was my duty to protect those guys for as long as I could, because they could provide me with a huge advantage throughout the level (assuming they decide to follow you and not stand around staring at each other)
In Halo 2, the Marines suddenly got 'balanced', and, henceforth, they were nothing more than cannon fodder, and not even worth protecting. The Elite allies, however, were amazing. I tried my best to preserve them in the levels as the Arbiter. (Not too mention those Hunter allies in the Great Journey!)
Then, there was Halo 3. It was as if Marines were hoping to get a mouth full of plasma grenade. They had no value whatsoever.
My point being, Reach needs Marines that actually help you out, make you want to protect them, and come in large numbers (think end of 343 Guilty Spark, Truth and Reconcilliation or the level 'Halo') to create epic encounters
