I find it perplexing that Spartan Laser is in Halo Wars, but I don't see the Spartan Laser being pumped out after Halo 2 and before Halo 3. It does make sense for it to be in Reach. More and more, it seems likely that in the Haloverse, the UNSC DID have more weapons than the Assault Rifle, Pistol, Shotgun, Sniper Rifle, and Rocket Launcher within their arsenal, and that Halo: Combat Evolved was released in a time where Bungie didn't have the available assets to properly include more of these factors.
It would make sense if the Spartan Laser was in Halo: Reach. Seems like the kind of thing that would be invented on Reach.

Nah man, Halo Wars wasn't canon. There were flood in Halo Wars too, yet they were first discovered in Halo: CE.
Gotta step up here and tell you that you are mistaken. It was mentioned in something I can't remember (perhaps that Halo 2 booklet) that the Covenant had encountered the Flood in the past, but not in nearly as great a number as on Alpha Halo. I'm not certain that this justifies Halo Wars either, since there was a whole planet of Flood, but it is worth noting that canonically, the Covenant has dealt with the Flood in the past. It never elevated anywhere close to where Alpha Halo and Delta Halo reached, though.
