The empty space i.e. air balances the density out to float-able [<1].
Friend, you are very, very close but you are wrong. It's called weight dispersal. You can make a boat out of cement, but you can't make it a block and say it'll float.
What would happen if you froze time and took a big block of water out, let's say a 2x2 ft block? The surrounding water would flood in to balance itself back out. Same with air pressure, which is why we have bubbles.
Now lets say you took that same chunck of water back out but put an empty box that was a bit taller inside of it. The water would apply pressure to the box. So if you have all of that weight in the water spread out, you are taking a chunk out of the water but the water is applying opposing force to you to balance it out. K?
If you have 17 tons of steel on the water spread out over, say, an area 300 ft by 120 ft, then your good. And yes, the air inside of the boat that is in fact below the water level does help to lift it.
