It's too early to tell what the final product will look like, but knowing Bungie's development process, they definitely try to settle the majority of the new content before they attempt to get right on in there and polish everything up.
This means massed out environments, no voice acting, palettized and placeholder textures, and other assets/UI borrowed from previous games until a lot of the newer content has been fully integrated and is 100% functional and fun. That's the point of the alpha.
Also, Bungie has put in more money than ever before into Reach; the final product is going to be outstanding, and like I said before, it is way too early to jump to conclusions when it comes to the look of the game. What was seen in those pictures is most definitely NOT representative of the final look of the game.
Yeah, placeholders. Remember Halo 2's behind the scenes doc? Where they showed the mongoose and flamthrower? How everything was ugly? They were testing. So you may as well consider them as fake as it will probably be quite different.
