I like the laser a lot, but I understand what you're saying. Me and my friends won't touch a vehicle till we know who has the laser. On maps with vehicles, you can get dominated by a good driver/gunner. The strategy with vehicle maps revolves around who has vehicle and who has anti-vehicle. The strategy only seems to revolve around the laser, but the laser is only dangerous because you're trying to use a vehicle.
Vehicle maps have anti-vehicle weapons. Coagulation sucked, because of vehicles and a lack of anti-vehicle weapons. You had to trek across half the map to get anywhere near the rockets, and you would likely get sniped or BR'd before you could even get there. Without the laser or anything remotely powerful the map gets dominated by vehicles which don't necessarily take any real skill. Having the laser requires strategy, and coordination. Controlling the map and it's assets is how the game works.
What you should be asking yourself is, should there be an anti-laser? Snipes falls into that category, BR works pretty good too. The laser is only as good as the guy carrying it.
What you could suggest is that the laser can only be used once. As in you can only turn it on once, and it stays on. Once someone fires it, power slowly decays from the battery. I'm not sure how realistic it is, but it would keep it from switching hands so often, and keep people from seemingly pulling it out of nowhere right when you and your buddy step into your vehicle. Make it something of a one time use weapon, but have multiple shots like it does. You have to use all of your shots in the allotted time from when you fired your first shot. You would then have to wait for it to respawn. This would make the laser's presence less pronounced, but not hinder it's effectiveness as the anti-vehicle weapon.
