They could probably just become AI enemies which become more aggressive and/or demoralized. Say an Elite dies. The grunts panic. A Spartan dies, the marines frenzy and charge you. Sure, both aren't the same idea, but neither would be shooting at you and both would be vulnerable. Or you could just have both become demoralized and the marines just hunch where they are waiting to be killed.
This system could be fleshed out into a completely independant game type where morale is everything. The more morale, the more your side's AI is bumped up. Too much morale they under-estimate the enemy and start getting cocky. Too little morale they stop advancing. The appearance of a spartan near any marine would boost that marines morale individually, etc. Same goes for the grunts, jackals etc. The Covenant would be a bit more intricate, but perhaps depending on your rank with a Covenant soldier your morale factor increases (newbie -> zealot)
