It's so cheap when the other team does it. I hate knowing exactly which route they're going so my team can cut them off and stop them. It takes 4.5 seconds off their run back to their flag, which is just way too cheap to counter. There definitely needs to be some consequences for dropping the flag.
On a more serious note, if flag running was so cheap (more like it was in H1-2 where you could throw it through windows, and launch it really far), your idea isn't that bad. As it stands, flags are impossible to return once they're out of the base more than a few yards. But I guess that's why you have to guard them well so the other team doesn't get them out.
