That isn't true. If you have a fast trigger finger and steady aim like me and others then the lancer may as well be a paintball gun in comparison. There are no superior weapons. This option would allow players to choose a weapon that serves them better when they start until they find a better weapon. The Halo element of players fighting for control of better weapons is still there. Let's say that you can choose between the energy sward and the plasma pistol for starting weapons for example. You may think that this is unbalanced because the energy sward is superior and that's not true. I would choose the plasma pistol because this weapon utilizes my skills better. I can charge it up, blast you with it, then kill you with one hit as you lunge at me with the sward. And I can shoot giving me a range advantage over the sward. I have done this many times. Everyone would still start off equal. They just choose the weapon on the list that suits their skills best.
Although I do agree that different weapons have different potential in different players' hands, I still don't like the thought of starting with different weapons than your competition. If you want to go get the plasma pistol after the round's begun, you have the ability to do that, but starting rounds with different weapons goes against the Halo style of gameplay, in my opinion.
