I think Elites should wear combat armor, with blue, red, black/purple, gold, and white/silver, with Elite Rangers here and their, preferably the Halo 2 varient, not the Halo 3 perm. The Elite helmet should occasionally be different, like in Halo CE.
The Elite AI should be a mix between Halo 1 & 2, some, usually low to mid ranked/sword wielding/duel wielding elites will generally charge at you, and act like the agressive Halo 1 elites, while some higher ranked/carbine wielding elites will usually fight from a distance, but when they are lacking any objects to use or hide behind, they quickly turn agressive. The Ranger Elites can be similar to the Halo 2 variant, but slightly more agressive.
Like Halo 2 Elites, if opportunity is present, and a vehicle is empty, they will use it, even if its a human vehicle, rather than scripting an elite to use a vehicle, while the rest of the elites in the area ignore the vehicle, even if the pilot dies.
An exception would be for vehicles that you have to use to progress through a level, such vehicles should be ignored by any AI.
As for the Shield system, no major changes needed, except that the Zealot/gold elites should have a shields as strong, if not stronger than a Ultra/white elite's shields, and should be able withstand a sticky nade on normal and higher difficulties if their shields are not heavily depleted.
As for my last oppinion on this topic, im not asking for overly complex or realistic AI, im just asking for elites that are not only tough, but tough enough, that you get a sense of fear when you face them, just please don't tone them down in Reach.
