Yea, the Ultras and Councilors were the elite of the elites, followed by Halo 1 Zealots.
Sadly, the Halo 2 Zealots had good AI, but bad shields, and the Honor Guards were actually Major elites in stylish armor.
I would have to rate Halo CE Zealots higher than Ultras in Halo 2 (Technically you never fought a Councilor, there was a glitch in the game that cause what was SUPPOSED to be the only scripted opposing Zealot to look like that. So technically Halo 2 Zealot wins too, but only that one.)
But CE Zealots were AMAZING.
Agreed, as for listing Councilors as enemies, I kinda meant, that they "could" become deadly adversaries if you started killing your allies.
Anyway, I listed Councilors and Ultras higher because they could take a sticky and live when their shield levels are high, unlike the Zealots.
As for Zealots, the only zealots I list as being truly elite, are the ones in Halo 1 that wield PR's, they always did manage to deplete my healthbar before I finally managed to kill the Zealot.
Anyway, I now list the Elite of elites, being Halo 1 Zealots and Halo 2 Ultras.
(I don't list the Honor guard councilor, due to the fact that despite his cool choice of random helmet perms, his shields were still identical to the weak halo 2 zealot shields)
