It is and it isn't in a way.
The campaign was short, and sweet, but a bit confusing and really messed with the Halo story as it is, but Bungie managed to make it roll through fluently and make it every bit as breathtaking as Halo 3 was.
As for multiplayer, although there isn't MM for Firefight, everyone can get over that because seriously, that's like adding an expansion to GTA: San Andreas on the original 'box and trying to make it compatible with Xbox LIVE features, also it's hella annoying for all the Xbox LIVE processing Bungie has to do, registration, etc etc. just to get it up there.
And then finally the actual multiplayer maps, I thought were the biggest let down of the fantastic game, as it really seemed I was paying maybe $25.00 more for the same stuff, save 3 extra maps. I can see where people are saying "It's like buying a hamburger, you're still paying for the second hamburger", but this isn't consumer, we don't actually eat these maps. Here's a better example of that,
Buying ODST after already buying all the expansion maps for Halo 3 is like buying a second TV, this time in HD, for a 1 room apartment. It seems like a good idea, but really the first (SD) TV is just insurance in case your second TV dies, as it really isn't useful after you've found all those extra pixels.
See how one becomes unused, and yet you payed a price for both of these appliances?
Bottom line, campaign was really good, Firefight was really good (but no Matchmaking) and multiplayer was if you haven't bought any of the new maps, as it sort of devalues the game (in a metaphorical, personalized sense) if you already own the previous DLC ON Halo 3.
