Does Bungie still approve of HACKZ/MODZ in CE? 'Cause I want to develop my own modding software, and I have been planning this for a while.

Do they? And if they do, what tool do you suggest I use to develop the software.

Oh. Not sure. The best way to safely mod without getting banned is Halo Custom Edition, as far as I know.

Well, I used to mod Combat Evolved (I just uninstalled it, it -blam!- up my computer) and I never gotz in trouble...

So long as you don't use it to gain an advantage in multiplayer, you should be fine.

And if you're just modding maps and weapons, so long as you host, everyone has an equal chance to use them, so you should be fine there too.
