I know there are loads of these sorts of wallpapers, by i had to do one.

They are extremely basic, but i have never used photoshop before, so please go easy. There definately are better ones out there.

First of all, try cutting her out using the select path tool, then new layer by cut, and put some nice looking filters on the background.
Text could be smaller too, but that's just my opinion.

Google photoshop tutorials, there are plenty of special effects that are really straight forward to implement but will make your wallpapers more distinctive and original.

I don't care if you've never used photoshop before, the fact that you haven't used initiative and actually explored and experimented is evident and makes you look, well... very special. I fail to see how you could only figure out how to use the text tool when there are clearly other tools for editing visible on your screen.
Here's a little hint, i would be less critical if you did this; try filters.
Just to begin with, then maybe try making custom effects with paint.

@OP: POI
-Text should be smaller
-Don't use the Halo font unless you're going to do a 3d effect of some sort, it looks rubbish on it's own
-Blur the background to bring focus to your character, but please don't use the select tool. Duplicate the layer, mask all but the character on the top copy, and blur the BG copy
-Colors are eh: try gradient maps to make the whole thing a little more blue.
-Lighting could be better: semi-transparent black to white or black to transparent or white to transparent gradients will do wonders.

Anything you don't understand, try googling: it'll do wonders.
