Here is my view on the series in difficulty:
Halo: CE: A true challenge. Enemies reacted to the player differently each time, and were often difficult to take down. You could not simply just sit back and pour ammo, as they would either take cover, shoot back, or come get you. Not to mention, the Flood actually floods you.
Halo 2: A true cheap shot to the groin area. Nigh-impossible on single-player, and Jackal snipers, as well as Hunters and Brutes make this more a punishment than a challenge.
Halo 3: Bland and boring. Although a mere 2-3 shots from any weapon will remove shields, and two more will kill you, all that is necessary is this: Pop out of cover, fire all bullets in magazine, get back to cover, rinse and repeat. Enemies rarely come after the player, and rarely shoot back from mid-range. Allies are useless, especially Elites. Flood no longer "flood" you, as their weapons do the same damage as Covenant. Flood are incredibly easy, if frustrating, mostly 1-hit kills.
