Well, you need the internet first.
If you have dialup, get rid of it and get broadband. See, Halos netcode was bloated during Gearboxs conversion into PC. Besides, the original game itself wasnt meant to use the internet; it was meant to handle nothing more than a LAN game. Broadband or better is the way to go for a game like Halo...or any multiplayer game for that matter.
People who play using dialup are usually the main causes of lag, they slow the entire game down to a choppy and annoying stutter (lag). Usually if somebody joins an online game using a 56k, everybody drops out of the game, since nobody wants to play on a laggy server. Either that, or you get removed from the game by the Servermaster (kicked/banned). So get Broadband or better if possible.

If you have broadband, do what Gamer said. I also suggest checking for firewalls (certain ones block halo from connecting) and seeing if your cable box is on.
