If there is a demo, Bungie would have to spend a lot of money and time to ship and promote which would in return most likely cut away time they would have to finish Halo 2 for its release date. If you look back at Xbox Halo, there was only a public demo after the release of the game, because it was starting title for the Xbox and they wanted people to buy it and play it rather than try it and possibly not like it. I bought my Xbox when it first came out and I got it with PGR1 and Halo, and when I bought them I had no idea how good of a game it was when I purchased it. All I knew was that I hope it plays as good as it looks. And that is most likey what they are trying to accomplish with Halo 2 with people who have never played Halo before.
Although, if Bungie was to release a public demo through a certain magazine(i.e.Official Xbox Magazine), then it would most likely be an online and offline version of a multiplayer map. A single player map would take too much away from what we expect from the storyline, and knowing Bungie they wouldn't want to do that.
Bungie has enough money to launch a satelite to mars, and for all we know theyve been working on this demo for a long time.
