I think with the 75 million dollar production budget in place(without talent, etc.), they're trying to make sure that the Halo movie doesn't come off as some cheesy action flick. I doubt they'll do it as an CGI animated movie, since it's not going to be marketed as something like the Incredibles(remember how people responded to Final Fantasy:Spirits Within).
They'll probably do a combination CG Chief for the really dynamic action bits, and then have a guy in the suit for the rest of the time. I hope they do it Vader style, with Steve Downes doing the voice. They should NEVER show his face. They should concentrate on building a really solid ensemble cast around the Chief's character. The human/live action cast will be the emotional connection point(the characters the audience identifies with).....the Chief must remain as badass and mysterious as ever.
Maybe "cheesy" was too harsh of a word. I just fear that we might lose Halo to holly-wierd. I fear the worst I know, but a lot of films these days are just two bit conversions... AvP =( and all the other countless comic book films. It shouldn't be as run of the mill as that. It can't be, its Halo!!
As for CGI, I think it could be the only way to truly convey the story. Personally I thought FF: The Spirits Within was Amazing. Absolutely beautiful, visually.

If it did go live action, I would have to agree about the vadar aspect. It has to be the Steve Downes. He is the cherry on the cake that is the MC. Its a must.
