if you are the "host" (that's what they mean by "owner") of the server, then you type this into the console to make an rcon password:

sv_rcon_password <enter password here>

so, if i wanted to make an rcon password "halo", then i would type into console:

sv_rcon_password halo

there is a 6 or 8 character limit for the rcon password. You shouldn't need to put quotes around the password.

Now, the "client" (person that isn't host/joins your server), types this into the console if he wanted to ban somebody named "bob", with the rcon password "halo":

rcon halo sv_ban bob

the format for the "client" is:

rcon <rcon password> <console command>

Just remember that you are also a client when you join your own dedicated server. If you set a password, the only place where you don't need it is in the dedicated console window itself.

wats the point of that, rcon is 2 be the admin of someone else`s server, if im the host and i make the password someone else can ban using that password, but i want 2 be the client not the host and besides im not stupid enough to create a password and let other poeple ban other players from my server

well, you would need the right password to do anything with rcon. just make a password that's hard to guess, and nobody else that's power hungry should be able to do anything.
