I just talked to Xbox Support.
My problem is the following. Although my xbox hard drive can fully recognize (by name) all four Halo 2 DLC map packs (Bonus Map Pack, Killtacular Pack, Maptacular Pack, Blastacular Pack), my Halo 2 game cannot recognize the downloaded content.
A paraphrasing of the error message that I received:File Damaged
Your downloaded content is corrupted or damaged. Please try downloading it again.
After over an hour of unsuccessful attempts to fix the problem, the issue was ultimately escalated to some "upper management"/"problem resolution" team. Their plan is to call me back with info in the next 24-48 hours.
For me, I'm 90% sure it's a DRM issue caused by my recent replacement 360 console. Transferring licenses using the online tool at xbox.com did not fix the problem, and I suspect that this is because the content was written before the license transfer tool...
The problem is compounded by the issue that folks have noticed already, which is that the Halo 2 DLC servers no longer have the map packs available for download.
One interesting thought that my support guy had was that you could try downloading the map packs again (presuming that you had done so previously) by using the Download History page, available under Account Management. For me this didn't solve the problem, because after checking three times, I determined that there was no Halo 2-related content recorded in my history.
Supposing that you did manage to find the map packs in your download history, I don't even know whether you'd be able to download them again, because as mentioned above, the servers don't have the maps on them. So you still wouldn't necessarily have any place to "download again" from...
