It's not really a mod... it's essentially what the installer for the halo 2 map packs does. It's only a work around, and I'm not suggesting you do it, I'm just providing the option and showing that it's possible to get the maps.
Hopefully, there will be a more legit alternative to planting them straight onto the HDD, but for those that are up to it and don't mind following instructions, it's there as a last resort.
Also, and please tell me if I'm incorrect, but AFAIK xbox 1 DLC doesn't take owner ship to one username and serial number like 360 DLC, so as long as you have downloaded the Halo 2 maps in the past there's no possible way that MS would be able to tell that the maps you have on the HDD are from a source that isn't their DLC servers.
