When getting into weather ODST is worth it's price things get complicated.
Most people will dismiss it simply for not having as much content as Halo 3 or a few other favorite games among the community. But going back before alot of advances in games, alot of games just didn't have much content. For example, old school platformers like Sonic the Hedgehog were really only a few hours long. The only reason people got so much from them was their extreme difficulty.
The fighting game genre is a prime example of this. They usually only have a campaign that goes for a couple hours. After that there nothing left but the player vs player matches.
There are still alot of games like this, but gamers generally only hear of the huge high quality games. There are some games like Halo 3 and Call Duty 4 that while they may not have a very long campaign alot of people find justification in the price through the competitive multiplayer.
I'll just go right out and say that ODST does not justify it's price as well as any previous entry in the Halo series(including Halo Wars) and in this regard it's easy to understand why people are disappointed with ODST.
Still, if you judge ODST on it's own merits I think it's a good game and regardless of weather it's over priced or not it's better to have a fun game thats skimpy on the content rather than bad game with a full feature set.
ODST includes the gameplay that has made the Halo series so lauded, it comes with a fresh new cast of characters in a city full of atmosphere and is complemented by one of the game industries' most memorable soundtracks.
Halo 3 I think has spoiled the fans. ODST returns with the theater and file sharing options and I think fans really don't appreciate that. Their great features that most games still don't support. On top of this players can team up in 4-player co-op in campaign or take on waves of covenant in the new fire fight mode. The package is rounded out with the Halo 3 Mythic disc containing Halo 3's competitive multiplayer along with all maps ever released for it.
ODST isn't without it's faults. No matchmaking for fire fight is a bummer, the Rookie's night time segments could have been better executed, the campaign could have been longer and with the second disc alot of hard core fans are paying up for content they likely already have.
But no game is perfect and compared to most games ODST's flaws are minor. It's still a fun game and even with the lack of alot of new content, with some friends you can definitely sink in more hours than you would in more substantial games.
It's a game, I think, was best for the more casual Halo fans who didn't bother getting maps, the hardest of the hardcore who care about the lore and the newcomers. It wasn't for the competitive multiplayer guys, but I would have thought that was obvious from the outset.
