I'm having an argument with my friend about this, I thought Microsoft changed it to 60 even though Bungie only wanted it to be 30? Am I wrong?

Bungie originally intended a 30-ish dollar price tag. As far as I can see, Microsoft encouraged a full-price charge, but Bungie agreed to it. The developers of ODST themselves, as well as marketing, have expressed regret over ever mentioning "expansion pack" or "$30" because they believe this mentality stuck in peoples' heads when they made the purchase, which the developers believed to be a reasonable purchase price.

I think Bungie originally wanted it to cost less, but Microsoft said they wanted it full price. That was probably the point that bungie made the MP disk to make up for it.

Then MS whacked the price up to make it exactly that so Bungie included the MM disk to make up for it.

Not quite. If you go back and read some other weekly updates, the matchmaking disc has been included since before the price raise. However, you're making Bungie sound innocent. Yes, Microsoft believed it was worth $60 and originally, Bungie didn't. However, in time, Bungie also vocally supported this full charge, and even personally expressed regret in ever mentioning "expansion" or "$30." It's just as much Bungie's doing as it is Microsoft's.

Bungie planned to have it like Halo Wars, where a code was in the box. Then MS said that there should be the whole MP experience. Then as a marketing ploy, they also said that they wouldn't be available as DLC. Later MS released those maps as DLC.

No one is to blame for uneducated purchases, but yourself.
