Two points that are necessary to this theory.
1) How an orbital elevator would in theory work is that it would essentially be a cable thousands of miles long tethered to the ground at a point near the equator that stretches straight up with some sort of counterweight on the end, more cable or a space station that holds the elevator's center of mass in geosynchronous orbit. The centripetal force (A spinning object's desire to leave the loop) of the earth keeps it in standing, not it's own structure. (A cable this long would weigh billions if not trillions of tons). If this works out then the cars can travel up or down and it will stay taut.
2) If an object flying in a circle is able to break free from the loop it will fly off in a straight line. If you don't believe me try it, spin something in a circle and let go, it will fly off in a straight line.
In the level uplift reserve the orbital elevator falls because of structural damage to the base from the slipspace rupture from Regret's carrier.
The elevator should have "fallen up." Since the elevator is held upright by the centripetal force of the earth's rotation and the base is simply a tether, or anchor, and the center of mass is in geosynchronous orbit, the loss of the force holding the elevator down would have made it fly off the surface of the earth. It should have flown slightly west of up to the viewer's eye, since the earth rotates to the east.
