When high council obtained forerunner relics of replicating and altering sentient tissue, it was conceived as the biggest deterrent to the Great Close-Minded Adrenalyne-mixed-with-Insanity fueled Journey. It was imagined that it would consume them and they could never preform their Great Joynay.
So, it was decided that it would be a break of a benevolent oath should any of the high council abuse it. It was cast into a deep planet on the outer rim of charted territory. A planet unexplored, uninhabitable, and unimaginable. It was the Covenant holy resting place for artifacts of their forerunners that they were not destined to use.
But there was one Prophet who seethed for that trophy. Potential to duplicate was logical in the way that the forerunners survived for eons and not once lost track of history, knowledge, and important artifacts. It was a skeleton ghost whispering behind closed doors in the high council that intellegently convened this logic and the Prophet of Regret was surely among them in the quiet, steadfast observation of this grail.
When man and flesh contaminated their presence, a shift to appoint a strong demand in military exploded. Operations began, offensive and aggressive.
And so, under careful procedures and steadfast hands from above, it was that a secretive military entity was created, isolated, and hidden from any eye of the Covenant. It was an anomaly.
Engineers became a massive thinking tank and organized the entire setup: DNA alteration controls to grasp the details of genetically altering a substance from it's core out. Hundreds of engineers were required to perform the task of organizing the forerunner technology based on a concept and limited knowledge left over from it's original discovery.
In the shadows of the Covenant empire, Regret commanded a 12 group expirement on the Elties, producing an enforcement agency of the military branch under his control. In the Trial I serires, the Elites (of high physical stature and mentality) were restructured to become adept to space conditions, while being able to funtion seamlessly inside an atmosphere. In laymans terms, something unreasonable, infeasilble, and, frankly, rediculous.
Regardless, their technology suited and the creation of a dual physical chemistry by the test concept of the relic provided a suffice result. But with an inevitable drawback upon the ability to survive long before breaking down.
Trial I lasted three days, but results provided potential for an elite reconaissance team that could survive any condition.
Trial II was a subsequent failure, but Trial III, composed of Jackals, worked. However, physical appearance was hardly able to alter, aside from the immediate reproduction of feathers when exposed to atmosphere and the immediate shedding of feathers in space.
Trial III was made up of three test subjects, regarded as KigYar Zoot [the most malicious, smart, and competitive sports team in the KigYar nation - Olympic Athletes in our terms]. It were these three that made a drop into the depths of this planet to find the relic.
Trial III operatives do not "see" in space. They do not "sense" either. They know their way. Guiding themselves via quick and exponential neural speeds they negate their methods of travel through atoms. This highly intricate atomic highway corresponds in a subconcious manner with the physically adept body of the KigYar Zoot test subjects. In a sense, they are the living dead. Sleepwalkers in control of their bodies.
The journey was perilous for the three. No Covenant ship could sustain orbit for over twenty seconds, otherwise the magnetic field would conflict with the cruiser and drag it into the deep depths of it's void. However, the ship master Arbiter at the present time conducted a low level slipstream entrance and exit on the planet just in time to eject the Kigyar Zoot and leave them relatively unharmed.
Even during the jettison towards the surface, the Kigyar Zoot had established strong connections with the relic, much stronger than any other forerunner artifact upon the surface. The atomic frequencies it emanated were the only reason that the KigYar team discovered this abandoned treasure.
Trial III returned in one human year with the relic in damaged condition, but within the limits of being repaired by Engineer think tanks. That year was 2551.
Regret quietly rejoiced with his cast of Illuminati within high council. The device was found and the only real requirment was an actual stucture to use it upon. Within the contexts of this story, that structure was classified as a Halo. The outlet to the plug that they now had.
And so it went that Regret went along in his false obsequious devotion to the Prophet of Truth's Journey so that he may find a Halo. The only catch was that he must never let the Great Journey occur or he would lose his gift of immortality within the void of uncertainty.
Regret decided to create Trial IV, but with more than three test subjects. He magified the production rate by hundreds fold and created a smally army regiment of KigYar, modified for space and all of the likes. In the year's time that it took to discover the relic, Regret had found as many loopholes as possible to magnify his operation and simultaneously keep it invisivle. Hundreds of thousands of genetically modified Kigyar were created and equipped.
It was inevitable, thought Regret, that such a magnitude of Kigyar could go so undetected should they create Trial Vs or more and decided to gesture to Truth a kindred religious passion coated in deceipt.
Regret arranged a trip to be made to a KigYar colony and 'discover' these hundreds of thousand of KigYar. It was then that upon this expedition, Regret lied to Truth with the mock discovery that they were a different breed. Truth, exploring possiby plausibility and uninformed of the true deceipt accepted it as real. But he did have his suspicions.
When asked, Regret told that they were tribes of what jibberish translates into "Skirmisher".
At that time Trial V was in motion to assemble an enormous army sizing larger than the High Charity Grunt division (millions). Failure was met in the process when anomalaic intrusions fabricated a crack in the lengthy atomic process and caused it to implode and collapse like a series of domino skyscrapers.
The entire project was defeated, with only some thousand "Skirmishers" to prove it.
While Regret was stricken with grief, he understood that Halo was the real key and that his test subjects were not entirely needed anymore...atleast until he came to conquer a Halo. A revolt that would require finesse followed by cataclysmic assault upon the council. The swift and silent genocide. But time was needed and loyalites assured.
Regret commissioned the Skirmishers to the Covenant main military party. Any battles of epic warfare were to include them for combat.
When Reach was discovered a week prior to it's attack and downfall, Truth assigned many of them to the invasion forces that would be cast unto the human military installation. Their first insertion would offer the chance to prove themselves.
If only (brace yourselves for the cheese puns that are Halo) Truth knew the 'truth' then he could make Regret really 'regret' his decision.
