Uhh, Windows' arbitrary "performance score" would have nothing to do; the game would either tell you that you don't meet the requirements, or the game would just run really crappily.
But ugh, I'm really not sure what the problem could be. When you installed the game, did you make sure you set it so that the game finished installing completely before starting? Using any other option when installing is bound to cause issues.
And since Halo 2 Vista doesn't give you any information as to what went wrong, you might want to see Windows 7's event log viewer. Have a gander around there and see if maybe you can get some useful error messages from there. I would recommend starting Halo 2 Vista, letting it crash, refreshing the log viewer, and giving us information you think might pertain to the game crashing.
