Well, ODST had a better story because it wasn't a rushed, last-ditch attempt at wrapping-up a story that had gone too far for its own good.
The supporting cast are much, much, much more emotional and vunerable than Chief's wingmen, despite Halo 3 having the 'everybody dies' attitude (Johnson was getting too old and was one day away from retirement, Miranda was a -blam!- from the word go, and the Arbiter was an innacurate bullet magnet).
Gameplay was exactly the same; no new suprises, unless nobody had ever played Halo: Combat Evolved (health points was nothing new guys!), and the campaign got rid of the battle rifle (wtf Bungie? People actually liked to appreciate the only gun that was worth -blam!-, and you packed them all in crates along with the Chief to satisfy his trigger finger?!).
Finally the new soundtrack was at least twice as emotional and imaginative than the over-used 'legendary' anthem that seems to be the only song in the Chief's iPod (set onto loop along side the yuri pics of Cortana no doubt).
In conclusion: Halo: 2 was best.
It was better at gameplay,
better at story,
better at humour,
better at city combat,
and open fielded combat,
the flood were bowel-voiding fierce,
without the feather dusters,
and the brutes are forever to be an all-men race of cluster-****ing space bears with physics defying masonic weaponry!
Now I wait as nobody ever reads this ever again...
In Halo 2 the flood were better than in Halo 3.
The Brutes were better too and did more damage and were a pain in the ass to kill.
Halo 2s story was the best.
But...
ODST has the best city combat.
uplift Reserve is the best open field combat in any Halo game.
