I've beaten ODST and Halo 3 on Mythic.

Well what I think is, that the Rookie is secretly a flaming homo-blam!-. I think he thinks that if he opens his mouth he will be tempted to well... I wont go into details.

The Rookie is always silent because he is basically the same but more extreme role the Master Chief played in the previous Halo games.

The idea of never showing his face or even speaking (in the Rookies case) is because it allows the player to more easily place himself/herself in that characters role. The Rookie basically is a blank canvas where you can put your own history to. The Master Chief filled this role as well, but he only spoke in cases where it was required to keep the plot rolling.

Let's face it, it wouldn't be the same if the Rookie was just as annoyingly chatty as Romeo or Mickey or any of the group I call "Goof Squad" simply because they can't help but say stupid quips all the time.

I think that's a little more literal than the OP's expected answer. I assume the OP meant "What do you think happened that made the Rookie never speak?" instead of "Why isn't the Rookie given any lines?".

There are multiple implied reasons for the Rookie never speaking, (Trauma after watching his squad get killed, he's just sleeping-walking the entire game, etc.), but it's really impossible to give an exact canon explanation for the Rookie's behavior.
